About the project

Together with many partners, work is under way on a pilot project to calm traffic on the Dolomite passes around the Sella massif. The project aims to establish a territorial limited traffic zone at the Gardena Pass.

To this end, a digital test phase runs from 22 September to 5 October 2026. During this period, everyone driving up to or across the Gardena Pass is invited to register on this platform.

Registration is voluntary and helps to gather valuable experience and to develop the digital systems further.

About the test phase

When does the digital test phase take place?

The digital applications are being tested at the Gardena Pass from 22 September to 5 October 2026. The administrative support and the subsequent evaluation continue beyond that period.

What is the aim of the test phase?

The test run is intended to check whether the planned digital systems work technically, are clearly structured and usable in practice. The findings serve to develop the applications further and to prepare future traffic-calming measures at the Gardena Pass on a sound basis.

Which area does the planned limited traffic zone cover?

The planned limited traffic zone covers the area on state road SS243 to the Gardena Pass between km 0.00 (Miramonti junction) and km 11.600 (Restaurant Mesoles).

What happens during the digital test phase?
  • Südtirol Alto Adige Rangers carry out sample surveys of drivers at the Gardena Pass.
  • Digital systems are being tested.
  • Visitor flows are recorded anonymously using telecommunications data.
Which applications are being tested?

The focus is on:

  • the voluntary digital registration of a transit across the Gardena Pass,
  • connecting selected accommodation businesses to the registration platform,
  • the digital recording of authorised vehicles belonging to guests of participating restaurants.
Is taking part mandatory?

No. Taking part in the digital test phase is voluntary. By taking part, road users help to try out and improve the digital systems under real conditions.

Will new traffic rules already be introduced during the test phase?

No. The test phase is a voluntary, experimental trial. It checks how the digital applications could work. No definitive traffic regulation is being introduced with it.

Voluntary registration of a transit

Who can register a transit voluntarily?

The test phase is aimed primarily at people resident in South Tyrol. Anyone interested can voluntarily register their planned approach and transit via the digital platform.

How does registration work?

Participants enter the required information on the registration platform. After successful registration they receive a digital confirmation. A short questionnaire can also be filled in during registration.

Why is a questionnaire used?

The questionnaire is used to collect road users' experiences and feedback.

Do I have to report to the Südtirol Alto Adige Rangers during the test phase?

No. You may be included in the sample during your trip to the Gardena Pass. If so, simply refer to the digital registration you have already completed.

Where can I register my transit?

Voluntary registration is done via the website www.dolomites-lowemission.com

Participation of accommodation businesses

How are holiday guests registered?

At selected test businesses, guests are registered through the management systems the accommodation businesses already use. The technical interface between the business systems and the registration platform is the main thing being tested.

Do all accommodation businesses take part?

No. A limited group of voluntary test businesses from Val Gardena and Alta Badia is planned for the test phase. Business sizes and management systems that are as varied as possible are taken into account.

What is examined at the accommodation businesses?

The following in particular are tested:

  • the technical connection of the business systems,
  • the entry and transmission of the required data,
  • the time and organisational effort involved,
  • how understandable the process is,
  • possible technical problems,
  • the system's suitability for later live operation.

Restaurants and the digital permit list

What is being tested together with the restaurants?

At selected restaurants, we test how guests' vehicles can be added digitally to a permit list, the so-called white list. This is to check whether the process works simply and reliably for guests, businesses and checks on site.

How can a restaurant guest be registered?

The restaurant enters the guest's number plate into the system before or when the guest arrives at the restaurant.

Who helps with questions or technical problems?

During the test phase, Südtirol Alto Adige Rangers are present at the Gardena Pass and available for questions. In addition, the hotline +39 0471 777906 is available for registration and for technical and organisational questions. The hotline is available at the following times:

  • Monday to Saturday: 08:00–12:00 and 14:00–18:00
  • Sunday: 09:30–12:00 and 16:00–18:00
When are the Südtirol Alto Adige Rangers on site?

The Südtirol Alto Adige Rangers are on duty at the Gardena Pass from 8.00 to 16.00.

How do I recognise the information point?

The information point at the Gardena Pass is clearly marked. The Südtirol Alto Adige Rangers wear a uniform that is easy to recognise.

Is personal data processed?

No personal data is processed as part of the registration at the Gardena Pass. Information on the processing of your personal data can be found in the privacy policy. Participation in the test phase is voluntary.

What is the feedback used for?

The feedback is evaluated together with the technical and organisational experience. It should show which functions already work well and where adjustments are still needed before live operation begins.

Results and next steps

What happens after the test phase ends?

After the trial, the technical results, the participants' experiences and the support effort required are evaluated in a structured way.

Which questions should the evaluation answer?

The evaluation should shed light in particular on:

  • whether the digital systems work reliably from a technical point of view,
  • whether booking and registration are understandable,
  • whether the business systems can be connected,
  • what staffing and support effort is required,
  • whether the processes on site are workable,
  • how guests, residents and participating businesses rate the applications,
  • which adjustments would be necessary for later live operation.
Does a successful test mean the system will definitely be introduced?

No. The test creates a basis of data and provides practical experience. The results feed into the further technical assessment of possible scenarios. The trial does not pre-empt any decision on a definitive traffic regulation.

Where do I get further information?

Further information is available on the hotline +39 0471 777906. The hotline is available at the following times:

  • Monday to Saturday: 08:00–12:00 and 14:00–18:00
  • Sunday: 09:30–12:00 and 16:00–18:00
